Black Dog Models has released two 1/32 scale US Navy WWII pilots and a combine release with both pilot figures included
The 1/32 scale releases include:
F32074 - US NAVY pilot 1940-45 N°1
F32075 - US NAVY pilot 1940-45 N°2
F32076 - US NAVY pilots 1940-45 set N°1& N°2

What makes them "Navy" as opposed to Marines?

I would say nothing. Both USN and USMC aviators were issued with the M668 summer flying suit that these guys seem to be wearing.
