People are wondering if this is based on the Admiral or 21st Century toolings. Does anyone know?

No. These planes were originally (relatively)highly-detailed toys for the older kid/collectors market, so they had to simplify all the vehicles enough to accommodate scale action figures, working landing gear, guns, flaps, hatches, etc.

Through a lot of hard work and determination one can transform these toys into something magnitudes greater. Pretty sure one or two of the aircraft guys have tackled a couple. I know a Corsair, a Mustang, and a Thunderbolt have been done thus.
